About this opportunity
The City of Burlington in Alamance County, North Carolina has issued Request for Qualifications (RFQ# 25-1024) for Design-Build Services for the Western Sportsplex project, seeking a comprehensive design-build firm to create a new multi-use indoor recreation facility. The procurement aims to develop a facility approximately 37,500-40,000 square feet that will serve the community's growing recreational needs, potentially including amenities such as a multi-purpose gym, walking/jogging track, climbing wall, and indoor child play area. The selected design-build team will be responsible for site evaluation, programming, design development, permitting, construction, and project closeout. Evaluation criteria will prioritize firm experience (20%), team qualifications (25%), and project understanding and approach (45%), with additional factors comprising 10% of the assessment. Key procurement dates include the RFQ issue on September 26, 2025, with Statements of Qualifications (SOQs) due by October 24, 2025, at 3:00 PM, and potential interviews scheduled for November 4-5, 2025.
The project is funded through a $47 million Recreation and Parks Bond, with $30 million specifically allocated for the Western Sportsplex, indicating a substantial budget range for the selected design-build firm. While no specific set-aside designations or restrictions on respondent types are explicitly mentioned, the comprehensive nature of the project suggests a preference for experienced design-build firms with proven capabilities in municipal recreational facility development. The project emerges from the City of Burlington's recognition of population growth and the need to expand indoor sports and recreation infrastructure, with expectations that the new facility will generate economic benefits by serving as a regional sports tournament destination. The procurement represents a strategic investment in community infrastructure, aiming to provide flexible and inclusive recreational opportunities for youth, adults, and families in the rapidly expanding western areas of Burlington.
Opportunity text
Burlington's two existing indoor sports and recreation facilities, the Fairchild and Mayco Bigelow Community Centers, were built in 1978 when the City's population and City limits were much smaller. Since then, the population has more than doubled, and the City has expanded significantly to the west and south. The location of the facility and the range of indoor sports, fitness, and recreation activities offered will be selected to meet the needs of a growing Burlington. The Burlington Sportsplex is also expected to generate economic benefits as a destination for regional sports tournaments. The Burlington Sportsplex is included as part of the City of Burlington's 2024 General Obligation (GO) Bond, which provides funding for key recreation and parks projects.
