About this opportunity
Baldwin County Board of Education in Georgia is seeking a qualified design-build firm to provide comprehensive architectural, engineering, and construction services for improvements to the Oak Hill Middle School baseball and softball complex through a Request for Proposals (RFP) issued on February 3, 2026. The scope of work includes schematic design, production of contract design documents, cost estimates, and construction of a new press box/restroom/concession building, stormwater erosion mitigation, a new parking lot, new field fencing, and improved seating areas. The selected firm will serve as architect, engineer, and contractor throughout all phases of the project. Evaluation criteria emphasize the provider's ability to successfully implement the program (45 points), design approach (30 points), and other financial considerations (25 points). Qualified respondents must hold a Georgia General Contractors License, employ a registered architect in Georgia, and demonstrate a minimum of five completed design-build contracts with K-12 school districts. Key dates include a mandatory pre-bid meeting and site visit on February 18, 2026, at 10:00 a.m. at the Baldwin County Board of Education Office in Milledgeville, Georgia; written questions due by February 20, 2026; sealed proposals due March 6, 2026, at 11:00 a.m. (requiring four hard copies and one electronic copy); and anticipated contract award on March 10, 2026.
The RFP follows O.C.G.A. 36-91-21 guidelines and does not identify specific set-asides or restrictions based on disadvantaged enterprise designations, though respondents must meet the stated licensing and experience requirements. Insurance requirements include General Liability of $1,000,000, General Aggregate of $2,000,000, and an Umbrella Policy of $10,000,000. The contract structure allows for payment based on completed phases with the flexibility to proceed through all phases or discontinue work as circumstances dictate, though no specific budget range or award value is identified in the available documentation. No reimbursement is offered for proposal preparation costs, including site visits and design work. The Baldwin County Schools Board reserves the right to reject any or all proposals, terminate the project prior to submission, or waive informalities in responses. Questions regarding the procurement should be directed to Dr. Rodney Tyson at rodney.tyson@baldwin.k12.ga.us.
