About this opportunity
Miami-Dade County, through its Strategic Procurement Department on behalf of the Miami-Dade Aviation Department, is soliciting design-build services for the MIA Cc D-West Extension D60 Phase 2 (Building Expansion & Apron) at Miami International Airport's North Terminal, with Step 1 qualifications proposals due October 19, 2026, and a pre-submittal project briefing on September 25, 2026, at 10:00 AM.
The scope encompasses architectural and engineering design, construction, post-design services, and commissioning for a three-level concourse expansion delivering seventeen regional jet contact gates—fifteen new gates sized for ERJ175 aircraft and two reconfigured existing gates (D53, D55)—with twelve gates accommodating narrow-body aircraft (A321, ADG III). The work includes hold rooms, concessions, upgraded baggage handling systems, passenger boarding bridges, wayfinding and signage, vertical transportation, MEP, fire protection, civil, structural, landscape, and lighting design; integration with existing North Terminal baggage and Federal Inspection Services facilities; and all phasing and Maintenance of Traffic measures to sustain active airline operations.
The estimated total contract value is $1,062,134,663, comprising design costs of $71,212,809 and construction costs of $855,923,189, over a contract duration of 2,294 calendar days with beneficial occupancy milestones staged across five phases from day 1,050 to day 2,174 following Notice to Proceed. The project is subject to Davis-Bacon wage rates, Title VI nondiscrimination, Buy American Iron and Steel requirements, and must achieve LEED Silver and Envision Silver certifications. Design-builder must carry professional liability insurance ($20 million per occurrence / $40 million aggregate), comprehensive general liability, auto liability, and 100% performance and payment bonds. Liquidated damages for milestone delays range from $3,000 to $18,000 per calendar day. The procurement follows a two-step process: Step 1 evaluates qualifications; the selection committee advances no fewer than three responsive and responsible firms to Step 2 for technical and price proposals. Questions are due October 2, 2026, at 2:00 PM. Certain firms and subconsultants are precluded from participation based on prior contract involvement.
