Services include full architectural and engineering design, project and construction management, surveying, structural and MEP engineering, building permitting, threshold inspections, construction administration, shop drawing approval, start-up and commissioning, and implementation of Building Information Modeling (BIM) methodology per the MDAD BIM Standards Manual. The selected team must also perform selective demolition of existing conveyors and integration and testing of new systems.
The estimated total contract compensation is $20,344,867, inclusive of $15,565,478 in construction costs, $2,112,005 design costs, $1,767,748 contingency, $450,000 preconstruction allowance, $299,175 testing and inspection allowance, $99,725 permit fees, and $50,735 Inspector General fee. The contract runs 668 calendar days from Notice to Proceed with substantial completion required at 548 days; liquidated damages are $2,285.88 per day for delays. The County may negotiate or reject proposals exceeding the estimated project cost.

Insurance requirements include $5,000,000 Commercial General Liability, 100% Builders Risk, $1,000,000–$5,000,000 Automobile Liability, $2,000,000 Professional Liability, and $5,000,000 Umbrella/Excess Liability. A 100% Performance and Payment Bond is due within 14 days of award. Turner & Townsend Heery LLC, Hill International Inc., and HNTB Corporation with specified subconsultants are ineligible.
