About this opportunity
The City of San Jose is soliciting Statements of Qualifications from design-build entities to program, design, construct, and commission the Additional Filter Improvements Project through a two-step procurement. The intent-to-respond and question deadline is November 3, 2026 at 11:00 a.m. PST, and SOQ submissions are due November 10, 2026 at 11:00 a.m. PST. The project is a public work subject to a Project Labor Agreement between the City and the Santa Clara and San Benito Counties Building & Construction Trades Council, and contractors must execute an "Agreement to be Bound" upon contract execution.
Preliminary services include project management, alternatives analysis, preliminary investigations, basis of design, and design at 30%, 60%, and 100% completion. Awarded design-build entities must also comply with the City's Wage Theft Prevention Policy and submit valid Certificates of Reported Compliance under the California Air Resources Board In-Use Off-Road Diesel-Fueled Fleets requirements. SOQ packages must be submitted electronically through www.Biddingo.com/sanjose.
The estimated project value ranges from $730,001 to $100 million+. Preliminary services fees will be negotiated with the selected entity and set as a not-to-exceed amount for each task. At 60% design or an appropriate milestone, the City will negotiate a Guaranteed Maximum Price or multiple GMPs for phased delivery, and it retains the right to negotiate either lump-sum or GMP pricing. The City anticipates shortlisting three design-build entities to receive the Request for Proposals after SOQ evaluation. Final selection will be made on a best-value basis under criteria established in the RFP.
