About this opportunity
The City of Port Jervis is requesting proposals for design and engineering services for Riverside Park Revitalization, a New York State Downtown Revitalization Initiative (DRI) grant project, with proposals due October 1, 2026 at 3:00 p.m. at the Office of the Clerk-Treasurer, 20 Hammond Street, Port Jervis, New York 12771.
The scope encompasses full design and engineering for a 40-acre park on the Delaware River adjacent to downtown Port Jervis. Proposed improvements include additional dispersed parking, a renovated water tower with signage, a new pavilion with covered stage and side walls, new bathroom facilities, a new concession and storage facility, a concrete skatepark, additional recreational courts (basketball, pickleball, and/or tennis), a perimeter walking loop and trail system, an all-inclusive playground with shading, landscaping enhancements, decorative perimeter fencing, and site furnishings. Existing amenities—the softball field and pump track—will remain but may be relocated during final design. The City seeks proposals from qualified firms specializing in recreational park design, including architects, landscape architects, recreation planners, environmental engineers, and ecologists.
The project aims to create new and diverse recreational amenities and facilities to accommodate group gatherings and year-round programming, festivals, and special events while establishing a regional attraction in the tri-state area.
No business enterprise has been awarded an identical or substantially similar contract within the past five years. Sealed proposals will be publicly opened and read on October 1, 2026 after 3:00 p.m. or on a subsequent announced date. All proposals must be accompanied by a certificate executed pursuant to section 103-d of the New York General Municipal Law. Specification forms and proposal documents are available from the Office of the Clerk-Treasurer at ClerkTreasurer@PortJervisNY.gov or from Valerie Maginsky, Director, at Director@PJCDA.org. The Common Council reserves the right to reject any or all proposals.
