About this opportunity

The Colorado Department of Agriculture (CDA) issued a Documented Quote (DQ) soliciting design and development services for a 30-foot by 50-foot Colorado Pavilion to be exhibited at the Produce Marketing Association Fresh Summit in Orlando, Florida in October 2016. The procurement encompasses comprehensive design and production services including pavilion concept development, graphic design, photography sourcing, final artwork production, and coordination with event management companies. Deliverables include a custom rental exhibit featuring a central tower with storage, fourteen individual participant areas with backwalls and counters, three-dimensional Colorado signage, fourteen digital graphic panels, a 40-foot by 5-foot hanging sign, vinyl wood flooring, LED lighting, furniture, and seating areas. The scope of work also includes all labor associated with design, rigging, installation, dismantling, drayage, transportation to the Orange County Convention Center, and electrical installation work. The pavilion must be fully assembled and delivered to the convention center by 5:00 PM on Friday, October 14, 2016, with the anticipated contract term running from May 23, 2016, or upon purchase order execution through October 31, 2016. Responses must be submitted via email to patricia.bohm@state.co.us by May 10, 2016, at 10:00 AM Mountain Time, limited to twenty pages, with questions due by May 2, 2016. Required submissions include a complete quote, draft pavilion drawing and layout, primary point of contact information, signed signature page, W-9 form, and detailed cost proposal. Offerors must demonstrate previous experience designing large-scale trade show pavilions for state departments of agriculture, and evaluation will be based primarily on cost with CDA's evaluation committee selecting the proposal most advantageous to the state.

Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) that are registered and verified through the U.S. Department of Veterans Affairs and meet Colorado organizational requirements will receive a five percent preference and additional consideration in the evaluation process. All vendors must comply with Colorado state law and CDA purchase order terms and conditions, including E-Verify employment eligibility verification requirements and certifications regarding lawful presence in the United States. The State of Colorado is exempt from federal excise taxes and all state and local government sales and use taxes, and vendors shall not seek reimbursement for such taxes. Payment terms require the state to pay all amounts due within 45 days after receipt of products or services and a correct invoice. The fixed-price quotation must not exceed $77,500 and must include all costs for design, materials, subcontracted labor such as electrical work, transportation, rigging, installation, and dismantling; no additional costs will be reimbursed beyond the quoted amount. CDA reserves the right to reject all quotes and re-solicit at any time prior to purchase order execution and to cancel the solicitation entirely without penalty.
