About this opportunity

San Bernardino County's Department of State Hospitals (DSH) at the Patton facility is seeking a dermatology physician services contractor through Invitation for Bid #16-30214. The procurement requires a licensed, board-certified dermatologist to provide medical services on an as-needed basis, including clinical evaluations, consultations, interventional and diagnostic procedures. Contractors must meet stringent regulatory requirements established by Title 22 of the California Code of Regulations, the Joint Commission, and the Department of Justice. The bid submission deadline is May 31, 2016, at 3:00 PM PT, with a public bid opening at 4:00 PM PT the same day. An optional bidder's conference is available, with attendance requests due by May 20, 2016, and all questions must be submitted by May 25, 2016. The anticipated contract term is from July 1, 2016, through June 30, 2019, with compensation based on the current Medicare Fee Schedule for Hospital County location (Area 99) Participating Amount (PAR), multiplied by the contractor's proposed percentage rate.

The solicitation includes preferences for Small Business and Disabled Veteran Business Enterprise (DVBE) participants. Bidders must possess specific credentials, including a medical license, board certification in dermatology, and DEA registration. Insurance requirements are comprehensive, mandating commercial general liability insurance ($1M per occurrence/$2M aggregate), professional liability insurance ($1M per claim/$2M aggregate), and workers' compensation coverage. Contractors will be required to submit claims to Medicare and private insurance before billing DSH. While no incumbent vendor is specifically mentioned, the contract emphasizes high-quality medical care delivery consistent with available resources. The procurement appears to be structured to provide flexible, as-needed dermatology services with strict qualification standards and comprehensive performance expectations.
