About this opportunity
Escambia County Marine Resources Division is requesting a price quote for floating, removal, transport, and disposal of a 30-foot Morgan vessel located near Pensacola Pass, with quotes due August 11, 2026 at 2:00 p.m. This is a re-solicitation under an Invitation to Quote (ITQ) mechanism submitted as part of Escambia County's application to the Florida Fish and Wildlife Conservation Commission Derelict Vessel Removal Grant.
The vessel (FL Registration 4390 RT, white Morgan Marine make, 30 feet) has been broken apart due to Tropical Storm Bertha. The scope requires a single lump-sum price covering floating, removal, transportation, and tipping fees for disposal at the Perdido Landfill. The contractor bears all tipping costs and must include contaminant extraction, hazardous-material removal, and delivery of batteries, flares, and propane tanks to the landfill's hazardous waste facility. Work must begin within 7 calendar days of Notice to Proceed and be completed within 14 calendar days, with adverse weather extensions available upon written request.
Environmental and coordination requirements include photo-documentation of all removal phases, turbidity control and Best Management Practices compliance, coordination with the U.S. Navy (due to proximity to Naval Air Station Pensacola), and compliance with environmental protection standards. Contractors must submit responses electronically through OpenGov Procurement at https://secure.procurenow.com/portal/escambiacountyfl and provide proof of insurance meeting Escambia County requirements (letter from insurance company at submittal and Certificate of Insurance if selected), Sunbiz registration certificate, W-9 form, and supporting documentation demonstrating capability to meet environmental requirements. Questions are due August 6, 2026.
