About this opportunity
Escambia County Marine Resources Division is requesting price quotes for the complete removal, transport, and disposal of a 30-foot Morgan vessel (FL Registration #4390 RT) located near Pensacola Pass under an Invitation to Quote re-solicitation, with quotes due August 11, 2026 at 2:00 p.m. and questions due August 6, 2026 at 2:00 p.m. This project is funded through the Florida Fish and Wildlife Conservation Commission's Derelict Vessel Removal Grant Opportunity.
The vessel, damaged by Tropical Storm Bertha and subsequently broken apart, requires complete removal of all vessel-related debris as a single lump-sum price quote. The scope encompasses floating, removal, transport, and tipping fees for disposal at Perdido Landfill. Contractors must remove all contaminants including fuels, batteries, paints, solvents, and engines prior to transport; fuel tanks larger than twenty gallons must be removed, perforated, and flattened; and holding tanks must be pumped by licensed operators. Work must begin within seven calendar days of the Notice to Proceed and be completed within fourteen calendar days. Operations are restricted to daylight hours, Monday through Friday, with upland staging, turbidity barriers, and photo-documentation throughout required. Contractors are responsible for coordinating with the U.S. Navy regarding any required permissions due to proximity to Naval Air Station Pensacola.
Contractors must maintain Protection & Indemnity (Marine Liability) coverage with minimum limits of $1,000,000 per occurrence and $2,000,000 policy aggregate, plus Maritime Workers Compensation and Marine Pollution Liability at the same limits; insurers must hold a minimum AM Best financial-size rating of VIII with an "A" or better rating preferred. Certificates of insurance must be provided at least thirty days prior to work commencement, and the contractor must provide an indemnification letter at submittal. Contractors must submit proof of Sunbiz registration and a W-9. Electronic submissions through the OpenGov Procurement portal are required. Bidders should verify actual vessel dimensions and current condition before submitting price quotes.
Opportunity text
Escambia County Marine Resources Division (MRD) is submitting an application to the Florida Fish and Wildlife Conservation Commission's (FWC) Derelict Vessel Removal Grant Opportunity Announcement. As required in the application, Escambia County must provide individual price quotes for each proposed Derelict Vessel. This Price Quote seeks the total price for floating, removal, transport and tipping fees associated with the vessel's disposal at the Perdido Landfill of the following vessel:
Vessel Name: 30' Morgan
Length:30' *Prospective bidders should verify* :
Color: White
Make: Morgan Marine
Registration: FL 4390 RT
Location: Near Pensacola Pass (approximately 30deg 20.170N, 87deg 18.86W)
FWC Case Number: FWC26ON0061386
*Vessel was broken apart due to TS Bertha. Project is being re-solicited, due to the change in condition of the vessel. Contractors should consider the cost to completely remove all vessel related debris in their bid price. Contractor should fully understand the current condition of the vessel and it's debris before submitting a bid for complete removal. *
*Information provided from sources other than MRD, therefore bidders should verify actual vessel dimentions and conditions before submitting price quotes.
Due to the vessel's proximity to naval Air Station Pensacola, contractor will be responsible for coordinating with the US Navy for any permissions that may be required to work in that area.
