About this opportunity

Escambia County Marine Resources Division is requesting quotes for removal, transport, and disposal of a 27-foot Watkins derelict vessel (FL 7815 PJ, FWC Case FWC26ON0058829) currently in Bayou Chico under ITQ WM2642, with responses due August 24, 2026 at 2:00 p.m. Work must begin within seven calendar days of Notice to Proceed and be completed within 14 calendar days.

The scope includes floating and extraction of the vessel, transportation to Perdido Landfill, complete disposal, removal and delivery of all batteries, flares, and propane tanks found aboard to Hazardous Household Waste, pumping of fuel tanks, removal of all contaminants and pollutants, photo documentation of all removal phases with evidence of vessel destruction, and compliance with extensive Best Management Practices covering turbidity control, hazardous material handling, and protection of sensitive habitats and protected species. No salvage is permitted. The contractor must demonstrate proof of ability to meet BMP requirements through documented equipment, staff, and expertise in derelict vessel removal.

Pricing is a single lump-sum quote covering removal, transportation, and all tipping fees at the designated landfill. The contractor must obtain current insurance meeting county requirements, provide proof of Sunbiz registration or equivalent out-of-state business authorization, submit a W-9 form, and furnish a letter from the insurance company confirming ability to obtain required coverage. Questions are due August 20, 2026 at 2:00 p.m. Responses must be submitted electronically through the OpenGov Procurement portal with county oversight throughout the removal operation.
