About this opportunity

The Florida Fish and Wildlife Conservation Commission is requesting competitive proposals for a multi-award contract to recover, remove, and dispose of derelict, at-risk/public nuisance, migrant, and Vessel Turn In Program (VTIP) vessels statewide, with sealed responses due July 21, 2026, at 1:30 PM ET and a non-mandatory pre-proposal conference on June 9, 2026, at 11:00 AM ET.

Respondents must identify the specific regions and counties where they can provide services across six designated regions comprising all Florida counties. Work will be assigned through subsequent Requests for Quote (RFQs) for individual projects, with mandatory site visits required before bidding on specific projects. Subcontracting is permitted with FWC pre-approval. Invoices must include detailed documentation—photographs, completion sheets, disposal receipts, and proof of proper hazardous material handling—with recycling proceeds split 50/50 between the contractor and FWC.

Respondents must be registered in MyFloridaMarketPlace (MFMP) and Sunbiz prior to bid opening. Federal funding may apply to specific projects, triggering additional UEI registration requirements on sam.gov. Sealed responses must include seven original copies and one electronic copy on flash drive.

The initial contract term runs September 15, 2026, through September 14, 2027, with options to renew for up to three additional one-year terms subject to satisfactory performance and fund availability. Evaluation is weighted as follows: experience (40 points), contractor-owned equipment availability (20 points), area of operational availability by county coverage (10 points), and cost (30 points). Respondents must score a minimum of 60 of 100 available points to be considered for award. Pricing is submitted on provided Cost Sheets (Attachment H) for each region and service category, establishing maximum ceiling rates.

Written questions are due June 12, 2026, at 5:00 PM ET, with anticipated responses posted by June 19, 2026. The evaluation period runs August 6 through August 21, 2026, with anticipated award on September 9, 2026.
