About this opportunity

The Florida Fish and Wildlife Conservation Commission is soliciting competitive proposals for the removal, destruction, and disposal of derelict, at-risk/public nuisance, migrant, and Vessel Turn-In Program (VTIP) vessels from Florida's waters across six regions, with proposals due July 21, 2026 at 1:30 PM ET.

Multiple awards per region are anticipated. Respondents must identify the specific regions and all counties within each region where they will provide services. The scope encompasses all permitting, equipment, mobilization, environmental compliance, hazardous material removal, and vessel disposal at approved facilities. The contractor is responsible for obtaining photographic evidence, completion documentation, and landfill tipping receipts as proof of work completion. Recycling revenue is shared 50/50 between the contractor and FWC after deducting recycling fees. Subcontracting is permitted with prior FWC Contract Manager approval, and the contractor must maintain on-site oversight of all subcontracted work.

The initial contract term runs from September 15, 2026 through September 14, 2027, with options to renew for up to three additional one-year terms contingent upon satisfactory performance and fund availability. Liquidated damages of $500 per calendar day apply for work not completed by the specified deadline, with exceptions for circumstances beyond the contractor's control.

Evaluation is on a 100-point scale: experience (40 points), contractor-owned equipment (20 points), area of operational availability (10 points), and cost (30 points). A minimum threshold of 60 points is required for consideration. Cost sheets submitted with proposals serve as ceiling rates; contractors may submit lower quotes for specific projects.

Respondents must register in MyFloridaMarketplace and Sunbiz systems and submit seven original copies and one electronic copy of their proposal. A non-mandatory pre-proposal conference is scheduled for June 9, 2026 at 11:00 AM ET. Written questions are due June 12, 2026 at 5:00 PM ET, with responses anticipated by June 19, 2026. The evaluation period runs from August 6 to August 21, 2026, with an anticipated award date of September 9, 2026.
