About this opportunity

The Colorado Department of Revenue is soliciting quotes for identification and analysis of administrative costs under Documented Quote 2027000036, with quotes due September 9, 2026 at 11:59 p.m. Mountain Time and estimated award notification on October 22, 2026.

The scope encompasses an initial task order to identify, quantify, and categorize administrative costs across departmental operations (Motor Vehicles, Taxation, Lottery, Gaming, Firearms, Liquor and Tobacco Enforcement, Marijuana Enforcement, Natural Medicine, and Racing), with potential for additional cost studies over the next two years and subsequent studies on a frequency to be determined. Deliverables include a comprehensive administrative cost study report, analysis of current administrative structures and cost allocation methodologies, identification of cost drivers, implementation recommendations, and supporting documentation. The Department of Revenue has approximately 1,700 employees statewide.

The initial contract term is twelve months with the option to renew for four additional periods of up to twelve months each. The desired contract start date is November 18, 2026. Proposed pricing must remain firm during the initial contract term and include all fees associated with service delivery.

Evaluation prioritizes price as the primary consideration, with experience, project timeline, and qualifications as secondary factors. Preferred vendor qualifications include public sector experience, cost recovery analysis expertise, tax collection work with government agencies, and capability to manage similar-sized projects. Submission requirements include a completed W-9 form, three business references from projects within the last five years, detailed methodology and project plans, staffing information, sample reports demonstrating similar work, and completed pricing sheets.

Prior to contract execution, awarded vendors must provide proof of Good Standing with the Colorado Secretary of State and required insurance documentation. The State reserves the right to award to multiple vendors if determined to be in the best interest of the State. No work may be performed without a properly executed task order or purchase order. Written inquiries were due August 19, 2026; Amendment 1 containing responses to inquiries has been posted.
