About this opportunity
The Connecticut Office of the Attorney General is soliciting proposals for immigration and nationality legal services on behalf of the Department of Mental Health and Addiction Services (DMHAS), with proposals due December 4, 2026 at 4:30 p.m. Eastern. The solicitation is RFP #2026-05, and the Attorney General's office is the contracting office while DMHAS is the customer. No set-aside is designated. The RFP only encourages proposals from minority, women, and veteran-owned firms.
Scope covers advice and support for employment-based nonimmigrant and immigrant petitions, PERM alien labor certification applications, student and exchange visitor visa compliance guidance, and preparation of H-1B, O-1, TN, and E-3 visa petitions. Work also includes waivers of the two-year foreign home residence requirement, litigation support, court appearances, and training seminars on immigration issues. The solicitation is tagged to Hartford County.
The total contract value shall not exceed $250,000. The initial term is five years, with one option to extend for one additional year, for a potential six-year total. Award is not necessarily exclusive, and the State reserves the right to solicit additional proposals during the term. Proposers must submit detailed fee proposals using a provided Fee Matrix with hourly rates for partners, associates, paralegals, and other professional staff, plus fixed fees for specific work categories. The State pays monthly against itemized billing and does not reimburse overhead such as photocopying, secretarial work, facsimiles, clerical staff, or in-state transportation.
Evaluation factors include qualifications, relevant experience, cost-effectiveness, personnel qualifications and availability, ability to work cooperatively with clients, reference checks, reasonableness of rates, affirmative action and equal employment opportunity records, and compliance with ethical rules. Proposals must be submitted electronically to designated Attorney General personnel, with email attachments not exceeding 35 MB. Inquiries go to Eileen Meskill or Nicole Hart at 165 Capitol Avenue, Suite 5000, Hartford, Connecticut 06106. The question deadline of October 6, 2026, with answers posted by October 20, 2026, has passed.
