About this opportunity

The City of Virginia Beach Department of Public Utilities is requesting proposals for condition assessment field services under RFP No. COVB-27-101703, with proposals due October 7, 2026 at 3:00 PM EST and a pre-proposal meeting on August 27, 2026 at 10:00 AM at the Purchasing Division, 2401 Courthouse Drive, Building 1.

The City seeks a single point of contact team led by a technology-neutral condition assessment firm with extensive knowledge of linear and vertical asset assessment technologies, capable of recommending and subcontracting with appropriate technology vendors without commercial alignments or bias. The scope encompasses condition assessment of raw water, drinking water, and wastewater infrastructure systems owned by Public Utilities, including exposing piping for external testing, creating launch and retrieval structures, obtaining pipe coupons, installing appurtenances such as air vents or isolation valves, developing and executing traffic control plans, and obtaining all required permits. The team must include construction service members and demonstrate successful history with the local permitting process. Services include analysis of assessment results to support asset management strategy.

The City has established aspirational goals of 12 percent for minority-owned business participation, 13.3 percent for woman-owned business participation, and 11.9 percent for service-disabled-veteran-owned business participation. Offerors proposing subcontracted work must either provide at least 50 percent of subcontracted work value to SWaM-certified small businesses or demonstrate good faith participation efforts.

Pricing is submitted as hourly rates for administrative professionals, scientists, engineers, technicians, computer analysts, and principal-level positions, with annual price adjustments permitted once per 12-month period, limited to the lesser of actual manufacturer changes or 5 percent. Proposals are evaluated on a 100-point scale: firm experience (15 points), team capability and skills (35 points), services to be provided (35 points), and price (15 points). The City anticipates selecting two or more qualified offerors for presentations and negotiations before final award. Questions are due September 25, 2026 at 5:00 PM EST. Required insurance includes workers' compensation of at least $500,000, comprehensive general liability of at least $1,000,000, and automobile liability of at least $1,000,000. Proposals are limited to 25 pages excluding cover materials and appendices; submit one original and five copies plus an electronic read-only format on DVD, CD, or flash drive.

Opportunity text

Public Utilities desires to have a team in place for a single point of contact to perform condition assessment along with system modifications needed for successful condition assessment deployment and execution. The system modifications include, but not limited to, exposing piping for external testing, the creation of launch and retrieval structures for the condition assessment technologies, obtaining pipe coupons, and installing appurtenances such as air vents or isolation valves. The team should include and identify construction service members that can develop and execute the necessary traffic control for the safe installation of the system modifications and perform system modifications for the execution of the condition assessment. The successful offeror will have to apply and obtain all permits needed for condition assessment, so the teams history and knowledge of the local permitting process and successful history in gaining approval should be demonstrated. The team should be led by a condition assessment technology neutral firm that has extensive knowledge and experience with condition assessment technologies, can recommend and subcontract with most appropriate technology vendor. The lead firm should not have any commercial alignments or interest so that an unbiased recommendation and implementation can be executed. The assets being assessed can include all infrastructure owned Public Utilities
