About this opportunity
The Department of Rehabilitation in California has issued Request for Proposal (RFP) # 25-04-01 for the California Assistive Technology (AT) Program, seeking a single not-for-profit organization located in California to operate, enhance, and expand the statewide AT Program. The primary goal is to increase awareness of and access to assistive technology for individuals with all types of disabilities, across all ages and settings, as supported by the 21st Century Assistive Technology Act, federal Social Security Administration Reimbursements, and state general funds. The program aims to improve accessibility for individuals with physical, mental health, intellectual, developmental, hearing, vision, cognitive, or chronic health conditions that limit major life activities. Key objectives include enhancing education, employment, daily activities, and community inclusion for people with disabilities. The RFP was posted on April 7, 2025, with proposals due by May 19, 2025. Evaluation criteria will be detailed in Attachment 12, which outlines the RFP Evaluation System and Rating Criteria, and bidders must complete various attachments including a budget spreadsheet, bidders declaration, and compliance with California civil rights laws.
The RFP specifically targets a not-for-profit organization based in California, with a clear emphasis on serving individuals with disabilities regardless of the type or origin of their disability. Potential respondents must be capable of statewide program management and demonstrate expertise in assistive technology implementation. While specific budget details are not explicitly stated, the attached budget spreadsheet (Attachment 8) will provide financial guidance for the proposed program. Bidders must also complete additional compliance documents, including the Darfur Contracting Act form and a declaration of adherence to California civil rights laws. The procurement appears to be a single-source contract aimed at selecting an organization with comprehensive capabilities in assistive technology program development and implementation. Respondents will need to show a robust understanding of disability services, technology integration, and statewide program management to be considered for this opportunity.

The Independent Living and Assistive Technology Section invites you to review and respond to this Request for Proposal (RFP) # 25-04-01, entitled California Assistive Technology (AT) Program, for the Department of Rehabilitation (DOR). The purpose of the AT Program is to increase awareness of and access to AT for persons with all types of disabilities, of all ages, and in all settings. California's AT Program at the DOR is supported through the 21st Century Assistive Technology Act, hereafter referred to as the AT Act, federal Social Security Administration Reimbursements, and State general funds. The goal of AT State Leadership and State Level activities is to increase availability and acquisition of AT for individuals with all types of disabilities in California that may help with education, employment, daily activities, and inclusion of people in their communities. Through this solicitation, DOR is seeking proposals to establish an agreement with a single not-for-profit organization located in California to operate, enhance, and expand the statewide California AT Program. A person with a disability refers to an individual who has a physical, mental health, intellectual, developmental, hearing, vision, cognitive, chronic health condition, or other disability or impairment that limits one or more major life activity such as self-care, capacity for independent living and self-direction, and/or cognitive functioning and emotional adjustment. People with disabilities can be of any age and have any type of disability. Disabilities can be apparent or non-apparent. Individuals may be born with a disability or acquire the disability at some point in their life, including as they age. For this RFP, an individual with a disability includes all of those described herein, and the AT Program must serve individuals regardless of their disability type.
