About this opportunity
The City of New Orleans Department of Public Works is requesting proposals to field-validate approximately 49,292 streetlight units across all five Council Districts, create a photometric digital twin, conduct structured community and stakeholder engagement, and deliver a 20-year Street Lighting Master Plan with updated GIS dataset and revised Street Light Standards Handbook, with proposals due August 20, 2026 at 4:00 p.m. CST. This procurement is set aside for small and disadvantaged businesses with a 35 percent DBE participation goal.
Key qualifications required include prior experience developing street lighting master plans for municipalities with comparable systems; GIS field-validation expertise and ArcGIS proficiency; familiarity with IES RP-8 standards and FHWA Lighting Handbook guidance; an IES certified Illuminating Engineer on the project team; and a Professional Engineer licensed principal-in-charge. The scope encompasses field-validated GIS dataset delivery in ArcGIS format compatible with the City's OpenGov asset management system, photometric modeling with IES luminaire data files, field lighting measurements at ten representative locations, location-specific lighting standards, technology assessment with cost analysis, and community engagement documentation. All deliverables, including source files, GIS datasets, photometric models, and reports, become sole property of the City upon final payment.
The contract term is twenty-four months from Notice to Proceed with tentative milestone dates spanning month three through month twenty-four. Pricing is a separate evaluation criterion. Required insurance includes Workers' Compensation ($1,000,000 limits), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Professional Liability ($2,000,000 per occurrence or claim), and Automobile Liability ($1,000,000 combined single limit). The funding source may be subject to FEMA Public Assistance reimbursement requirements, and the City requires successful contractors to enroll in its direct deposit electronic payment program.
A pre-submittal conference is scheduled for August 6, 2026 at 10:00 a.m. CST via teleconference. Questions are due August 11, 2026 at 4:00 p.m. CST. Selection Committee evaluation is anticipated for on or about September 3, 2026, with notification within one to two business days thereafter.
