About this opportunity
The Massachusetts Department of Environmental Protection (MassDEP) is seeking to procure professional environmental services through a multi-year, multi-award Master Service Agreement (MSA) contract for Emergency Response (ER) and Immediate Response Action Support Services (IRASS). The ER services include emergency oil spill cleanup and containment, and hazardous materials emergency response. The IRASS actions include limited IRA assessment, source area remediation, groundwater and soil treatment, and other environmental capabilities. The contract will have a statewide scope and an initial 3-year term with two 2-year renewal options, for a total potential duration of 7 years. MassDEP intends to select multiple qualified firms to establish a pre-qualified list of contractors to provide these services, which are required to support Emergency Response and Immediate Response Actions associated with M.G.L. Chapter 21E and the Massachusetts Contingency Plan (MCP) regulations. Bidders must demonstrate strong management, technical, and response capabilities, as well as submit pricing for labor, equipment, and materials.
The procurement process requires a minimum 1% Supplier Diversity Program (SDP) commitment, with higher commitments receiving additional evaluation points. Bidders must identify specific SDP partners they plan to utilize. The current ER/IRASS contract has 11 active contractors, with 7 providing both ER and IRA services. The estimated 7-year value of the ER/IRA program is $12 million, with payments to contractors tracked outside of the COMMBUYS procurement system.
