About this opportunity
The Massachusetts Department of Environmental Protection is announcing its intent to award a $250,000 Best Value Grant to the Boys and Girls Club of Dorchester in support of the FieldHouse+ Project, with a notice-of-intent-to-award deadline of September 29, 2026.
The grant funds site-specific remedial response actions at 301 Mount Vernon Street, Dorchester, Massachusetts, a brownfield property regulated under the Massachusetts Contingency Plan. The scope includes transport and disposal of soil contaminated with TCLP Lead, asbestos, and other metals, enabling construction of a new field house and recreational facilities. The grant is funded through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) 128(a) State and Tribal Response Program Cooperative Agreement Grant under the Bipartisan Infrastructure Law, awarded by the U.S. Environmental Protection Agency to MassDEP.
The contract commences after expiration of the notice through September 30, 2027, with a MassDEP option to renew through September 30, 2030. MassDEP reserves the right to increase the total grant amount should additional funds become available on or before September 30, 2027, provided the scope of services does not change.
The project is prioritized for a community experiencing disproportionate environmental burdens; Dorchester's median household income is 28 percent of the state median. The project has secured significant leveraged funding from the City of Boston ($250,000), state economic development and infrastructure bond bills ($13 million combined), ARPA funds ($5 million), Congressional earmarks ($2.5 million), Community Preservation funds ($775,000), and more than $30 million in private donations and contributions, with an additional $2 million for site work.
