About this opportunity
The Palm Beach County Board of County Commissioners Purchasing Department issued Request for Quotation #950695/CR on May 13, 2022, for deodorizer and air freshener service under a term contract, with responses due by May 17, 2022, at 4:00 p.m. The procurement seeks firm fixed pricing for furnishing, installation, and monthly maintenance of deodorizing and air freshener units at three Parks & Recreation locations: Morikami Museum and Japanese Garden in Delray Beach, South County Civic Center in Delray Beach, and Osprey Point Golf Course in Boca Raton. Two service types are required: wall-mounted, battery-operated air freshener units that dispense natural fragrance and deodorizing chemicals every half hour to cover approximately 1,000 cubic feet, with 24 units needed annually; and deodorizer units for restroom urinals and commodes operating below the water line, with 444 units needed annually. The successful vendor must provide all costs including supervision, labor, equipment, materials, shipping, transportation, and maintenance incorporated into a single fixed unit price per month for each service type across the five-year contract period. The County will award on an all-or-none basis to the lowest responsive, responsible quoter based on the total five-year offer, and vendors must demonstrate compliance with Commercial Non-Discrimination Policy, E-Verify employment eligibility verification, Florida Public Entity Crimes statutes, and maintain Commercial General Liability Insurance ($500,000 minimum per occurrence), Business Auto Liability Insurance ($500,000 combined single limit), and Workers' Compensation insurance.
The successful contract will be awarded for an initial 12-month term with options to renew for four additional 12-month periods, subject to mutual written agreement and annual appropriation of funds. Vendors with permanent places of business in Palm Beach County receive a 5% local preference in evaluation, and Small/Minority/Women-Owned Business Enterprise (S/M/WBE) certified firms within 10% of the lowest bid may receive award consideration. All vendors must be registered in the County's Vendor Self Service system prior to award, and no purchase order will be issued until all vendor and subcontractor registrations are verified. Site visits were encouraged prior to submission to familiarize vendors with the three designated locations. All original unit prices must remain firm throughout the initial term and each renewal period, and all equipment must be removed from County properties by contract end or the County may remove it at vendor expense. No specific budget range or incumbent vendor information was disclosed in the procurement documents.
