About this opportunity

The Texas Health and Human Services Commission (HHSC) is soliciting bids for dental and oral surgery services at the Abilene State Supported Living Center (AbSSLC) under IFB HHS0017574v2, with responses due August 26, 2026 at 10:30 a.m. Central Time. The questions and clarifications deadline is August 17, 2026 at 10:30 a.m.

Services include on-facility and off-facility dental examinations, consultations, x-rays, and comprehensive oral surgery procedures—extractions including third molars, implants, alveolectomy/alveoloplasty, retained root procedures, and biopsies with pathology evaluations—for residents at 2501 Maple Street, Abilene, Texas. Contractor must operate Monday through Friday, 8 a.m. to 5 p.m. Central Time, and respond to service calls within four hours. Anticipated output is approximately four residents per month (forty-eight annually), with 99% of residents needing services to receive them on a timely basis.

Bidders must demonstrate minimum three years of relevant experience, hold current Texas State Dental Board licensure and annual registration certificates, current DEA registration, and ensure ancillary personnel hold current dental licenses. Three verifiable references for similar contracts completed within the past five years are required.

The historical monetary value for the prior contract period (September 1, 2025 through August 31, 2026) was $49,999, provided as a guideline only. Pricing must be submitted as firm, fixed prices on Exhibit C and is all-inclusive of labor, equipment, materials, supplies, and related expenses. Contractors may request price adjustments for renewal periods tied to the Consumer Price Index using Bureau of Labor Statistics Region VI data.

The initial contract term runs September 1, 2026 through August 31, 2027, with one optional extension year. The contract is subject to appropriations and may be terminated by HHS at any time. Comprehensive insurance requirements include workers' compensation ($1 million per accident/disease), commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). Award will be made to the bidder providing best value rather than necessarily the lowest price, based on meeting IFB requirements, performance delivery capability, and price. Contractors are classified as independent contractors responsible for employment taxes, background checks, Immigration Reform and Control Act compliance, and E-Verify verification. All required exhibits—Exhibit A (HHS Solicitation Affirmations), Exhibit B-1 (Security and Privacy Inquiry), Exhibit D (Bidder Reference Form), and Exhibit F (Form 4109 Application for Texas Identification Number) if applicable—must accompany bid submissions or the bid will be disqualified.
