About this opportunity

The Texas Health and Human Services Commission is soliciting bids for dental services for the South Georgia Statewide Special Library Consortium, with proposals due August 20, 2026 at 10:30 a.m. CST.

Bidders must hold current Texas State Dental Board licenses, current DEA registration, and dental licenses for ancillary personnel, along with current CPR certification. A minimum of three verifiable references for contracts of similar size and scope completed within the last five years is required. Bidders must demonstrate years in business, current staffing levels, supervisory structure, and financial capability to perform.

The scope involves delivering comprehensive dental care services with pricing structured around two service categories: hourly rates for services during regular hours and hourly rates for services outside regular hours. Bidders must propose hourly rates ranging from a minimum of $0.00 to a maximum of $200,000.00 per hour for both service categories. Service delivery location is identified in Exhibit E-1 mapping and directions.

All submissions must include completed Exhibit A HHS Solicitation Affirmations, Exhibit C Pricing Sheet, Exhibit D Bidder Reference and Qualifications Form, evidence of financial capability, and documentation of minimum experience and qualifications. Failure to submit Exhibit A Affirmations or Exhibit C Pricing Sheet will result in bid disqualification. Respondents must certify compliance with E-Verify requirements, suspension and debarment status, child support obligations, human trafficking prohibitions, cybersecurity training certification, franchise tax compliance, and Texas-specific mandates including boycott prohibitions and artificial intelligence system disclosures. Submission may be made through the optional HHS Online Bid Room or alternative methods specified in the solicitation package. Bidders must provide two 24-hour emergency contacts demonstrating continuous service availability. Contract terms, renewal options, and specific budget allocation are contained in the complete solicitation package.
