About this opportunity

The Texas Health and Human Services Commission (HHSC), Procurement and Contracting Services division, is requesting bids for dental oral surgery services at Corpus Christi State Supported Living Center under IFB HHS0017517, with bids due August 3, 2026, at 10:30 a.m. Central Time and questions due July 24, 2026.

The scope requires oral surgery services including examinations, evaluations, consultations, extraction of erupted and impacted teeth, surgical removal of bony impacted teeth or residual root tips, and full mouth debridement with scaling and root planing for periodontal maintenance. Services must be performed Monday through Friday between 8 a.m. and 5 p.m. Central Time with a four-hour response time to service calls. The contractor must possess a current, unrestricted Texas State Board of Dental Examiners license, a DEA permit to prescribe controlled substances, and a Texas Controlled Substance Registration Certificate. Minimum five years' relevant experience including work with individuals with mental illness and intellectual disabilities is required. Services must utilize intravenous sedation.

The historical spend for the same or similar services was $40,000 for September 1, 2025, through August 31, 2026, provided as a guideline only. The initial contract term runs September 1, 2026, through August 31, 2027, with one optional one-year extension at HHSC's sole discretion. Pricing must be submitted as firm, fixed prices on Exhibit C and may be adjusted using the Consumer Price Index formula or based on federal minimum wage increases, subject to HHSC approval.

Required insurance includes workers' compensation, commercial general liability of $1,000,000 per occurrence, commercial automobile liability of $1,000,000, professional liability of $1,000,000, and umbrella liability coverage of $1,000,000. Evaluation is based on best value to the state, considering ability to meet requirements, performance delivery capability, and price. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. Responses must include Exhibit A HHS Solicitation Affirmations (mandatory; bid disqualification results from failure to submit), Exhibit C Pricing Sheet (mandatory), Exhibit D Bidder Reference and Contractor Qualifications Form with minimum three verifiable references, two 24-hour emergency contacts, and a maximum one-page narrative statement on relevant experience.
