About this opportunity
The Texas Health and Human Services Commission (HHSC) is soliciting bids for dental oral surgery services at the Corpus Christi State Supported Living Center, with proposals due July 6, 2026, at 10:30 a.m. Central Time and a questions deadline of June 25, 2026.
The scope encompasses oral surgery services including tooth extractions (erupted and impacted), surgical removal of bony impacted teeth, full-mouth debridement with scaling and root planing, and anesthesia administration at sedation levels one through four with intravenous sedation and nitrous oxide capability. Services are performed Monday through Friday, 8 a.m. to 5 p.m., at the facility (902 Airport Road, Corpus Christi, Texas 78405), with a four-hour response requirement to service calls. Contractor personnel must hold a current unrestricted license from the Texas State Board of Dental Examiners, possess a minimum of five years of relevant experience, and demonstrate ability to work with individuals with mental illness and intellectual disabilities.
The contract term runs September 1, 2026, through August 31, 2027, with one optional one-year extension at HHSC's sole discretion. The historical monetary value for the prior contract year (September 1, 2025, through August 31, 2026) was $40,000; however, HHSC makes no guarantee of volume or usage. Pricing must be submitted as firm fixed prices on Exhibit C, inclusive of all labor, equipment, materials, supplies, and related expenses. Price adjustments are permitted only at HHSC's discretion and must correlate with Consumer Price Index (CPI-W or CPI-U) or Federal Minimum Wage increases.
Contractor must maintain comprehensive insurance: workers' compensation with $1,000,000 employer's liability limits, commercial general liability of $1,000,000 per occurrence / $2,000,000 aggregate, commercial automobile liability of $1,000,000, professional liability of $1,000,000, and umbrella liability of $1,000,000. Contractor is responsible for background checks including statewide criminal and sex offender checks and must utilize E-Verify for employment eligibility verification. Evaluation criteria are ability to meet specifications, capacity to meet performance requirements, and price, with award on best overall value rather than lowest price alone. A Texas Identification Number (TIN) and Certificate of Interested Parties (Form 1295) are required prior to contract execution.
