About this opportunity

The Maryland Department of Health, Office of Enterprise Technology is soliciting proposals for Cisco network hardware and support services for the Dental Board under a Purchase Order Request for Proposals (PORFP), with proposals due November 20, 2025 at 12:00 p.m. This is a Small Business Reserve (SBR) procurement limited to certified small business vendors meeting Maryland statutory requirements under State Finance and Procurement Article 14-501 through 14-505.

Bidders must be Master Contractors currently awarded under the Hardware and Associated Equipment and Services 2012 contract (060B2490022) and must provide a Letter of Authorization from the Cisco manufacturer or distributor. This dual-gate eligibility requirement significantly narrows the competitive field.

The scope includes one Catalyst 9300 24-port UPOE network switch with dual 1100W AC power supplies, stacking cables, cable management guides, rack installation hardware, and one 8-port 10GE network module; one Cisco Wireless 9178I access point with four-radio and three-band capabilities; C9300 DNA Essentials 24-port term licenses; Network Essentials licenses; Network Plug-n-Play Connect for zero-touch deployment; Cisco Wireless Advantage licenses for two units; CX Level 1 8x5x Next Business Day service for the switch; and three months of Network Plug-n-Play Connect software subscription and Cisco Network Product Support. Delivery location is 100 Painters Mill Road, Suite 400, Owings Mills, Maryland.

The initial contract term is 36 months, commencing October 9, 2025 and concluding October 8, 2028, with no auto-renewal option. Pricing operates on a prepaid billing model for the full term. One-time items are billed within 30 days of acceptance; annual items are billed annually with the first invoice due within 30 days of contract start. Evaluation prioritizes conformance to specifications, followed by lowest bid and Master Contractor status. Pricing must remain valid for at least 90 days following proposal submission. Bidders must submit estimated ship dates, MSRP screenshots, and a Mercury Affidavit if applicable.
