About this opportunity
Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is soliciting bids under Invitation for Bids HHS0018027v2 for dental anesthesia services at the Lubbock State Supported Living Center, with questions due October 29, 2026 at 10:30 a.m. and bids due November 9, 2026 at 10:30 a.m. Central Time. HHSC is coordinating with the Department of State Health Services (DSHS).
The contractor must provide a qualified dentist for approximately 195 eligible residents, including patient evaluations, consultations for Total Intravenous Anesthesia (TIVA) candidates, pre-anesthesia screenings, and treatment under anesthesia for cavity fillings, root canals, extractions, and oral surgery. Services may be performed at the contractor's office, a designated local hospital, or on-site at Lubbock SSLC. Regular hours are Monday through Friday, 8 a.m. to 5 p.m. Central Time, and services outside those hours require prior written approval.
Required qualifications include a Doctor of Dental Surgery (DDS) or Doctor of Dental Medicine (DMD) license, Texas State Board of Dental Examiners certifications for the specified sedation levels and anesthesia, current CPR certification, and a minimum of five years of relevant experience. Bidders must provide a minimum of three verifiable references for contracts of similar size and scope completed within the last five years. Personnel background checks are required before work begins, and E-Verify participation is mandatory. The contractor must accept Medicare and Medicaid rates and coordinate benefits with Lubbock SSLC as payer of last resort. Required insurance includes workers' compensation, commercial general liability of $1 million per occurrence, professional liability of $1 million, and umbrella liability of $1 million.
Pricing is submitted on Exhibit C as firm, fixed rates per individual appointment during regular hours, covering all labor, equipment, materials, and supplies. The initial term runs from award through August 31, 2027, with an option to extend up to one additional year at HHSC's sole discretion. Work product and deliverables are owned exclusively by the System Agency, excepting pre-existing contractor works and third-party intellectual property.
Mandatory submittals include Exhibit A affirmations, Exhibit C pricing, Exhibit D bidder reference form, certifications, CPR documentation, financial capability documentation, Exhibit F Form 4109 if applicable, and signed addendum acknowledgements. Failure to submit Exhibit A or Exhibit C results in disqualification. Bids may be submitted by mail, by email to PCS.Bids@HHS.Texas.Gov, through the optional HHS Online Bid Room, or in person at the PCS office at 1100 W. 49th Street, Austin. Faxed submissions are non-responsive. Addendum responses are due November 3, 2026 at 3:30 p.m. Online Bid Room access requires IAMOnline registration, which may take several days.
