About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services, on behalf of HHSC and the Department of State Health Services (DSHS), is requesting bids for dental anesthesia services at Lubbock State Supported Living Center for approximately 195 residents, with proposals due October 19, 2026 at 10:30 a.m. Central Time. Questions were due October 7, 2026.
The scope requires a Doctor of Dental Surgery (DDS) or Doctor of Dental Medicine (DMD) degree holder with Texas State Board of Dental Examiners licensure for deep sedation or general anesthesia, current CPR certification, and five years of relevant experience. Services include comprehensive dental care—cavity fillings, root canals, extractions, oral surgery, prosthodontics, and dental implants—provided twice monthly with 3–5 patients per session, primarily Tuesday through Friday during standard business hours (7 a.m. to 5 p.m.). Services may be performed at the contractor's office, a local hospital, or on-site at the facility. The contractor must accept Medicaid and Medicare and provide all anesthesia equipment including anesthesia machines, monitoring equipment, and Total Intravenous Anesthesia (TIVA) pumps, with full maintenance and calibration responsibility. Response to service calls is required within four hours. The 24/7 availability requirement has been clarified as non-binding; only emergency contact information is required.
Compensation is structured as a monthly fee based on hourly rates for services rendered; the facility handles all billing. The contractor must maintain workers' compensation ($1 million per occurrence), commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile ($1 million), professional liability ($1 million), and umbrella liability ($1 million). The initial contract term runs from award through August 31, 2027, with a one-year extension option at HHSC's discretion. Price adjustments may be permitted based on Consumer Price Index or federal minimum wage increases. Bidders must submit three verifiable references for similar contracts completed within five years and undergo comprehensive background checks. The binding offer period is 240 days from the response deadline.
