About this opportunity

The City of Newport News, Virginia is requesting bids on recurring grounds maintenance and mowing services at the Denbigh Landfill, a closed municipal solid waste landfill subject to post-closure care compliance, with bids due October 9, 2026 at 3:00 p.m. and a non-mandatory pre-bid conference and site visit on September 30, 2026 at 10:00 a.m.

The scope covers vegetation maintenance across approximately 79 acres of landfill cap organized in three zones: top benches (approximately 30 acres), intermediate/side-slope areas (approximately 40 acres), and toe areas and drainage zones (approximately 9 acres). Services include routine mowing to maintain vegetation between 6 and 12 inches in height, trimming around landfill infrastructure (gas wells, monitoring wells, valve vaults, stormwater structures), and monitoring and reporting of woody vegetation growth, erosion, or settlement issues. The City anticipates 3–5 mowing cycles per year depending on growing conditions. A central capability requirement is that contractors must provide specialized low-ground-pressure and slope-mowing equipment capable of protecting the landfill cap without rutting or soil disturbance; equipment specifications including ground pressure and slope capability must be submitted with proposals.

The initial contract period is one year from award with options to renew for four additional one-year periods and a potential six-month extension upon mutual agreement. Price adjustments are permitted annually after the initial period and each renewal, limited to changes in the Consumer Price Index for Gardening and Lawncare Services and subject to a maximum 5% increase per adjustment period with 30 days advance notice. The contract will be awarded to the lowest responsive and responsible bidder based on total bid price.

Contractors must provide all labor, supervision, equipment, fuel, and materials and maintain commercial general liability insurance ($1,000,000 per occurrence), automobile liability ($1,000,000 combined single limit), workers' compensation ($1,000,000 employers liability), and umbrella liability ($2,000,000) with the City as additional insured. Written questions are due October 1, 2026 at 1:00 p.m.
