About this opportunity

The City of Troy, New York is requesting bids for the controlled demolition of four condemned, vacant structures within city limits under RFB #26-0010, with bids due September 24, 2026 at 11:00 AM EDT and a mandatory pre-bid walk-through on September 9, 2026 at 9:00 AM.

Contractors must have performed demolition within Troy within the last five years and be based within a 50-mile radius of the project location; exceptions may be reviewed with the Bureau of Engineering. Work must comply with New York State Department of Labor Code Rule 56 for controlled demolition of structurally unsound structures, and structures will be handled as asbestos-containing materials (ACM) in-place, eliminating separate asbestos abatement requirements. Prevailing wage rates under Section 220-A of New York State Labor Law apply.

The scope covers complete demolition of buildings at 459 Madison Street, 436 4th Street, 2528 5th Avenue, and 478 6th Avenue, including removal and disposal of all debris, auxiliary items on each site parcel, and site restoration consisting of filling, regrading, seeding, and grass establishment. Bidders must provide lump sum pricing for each of the four structures. Demolition is scheduled to commence in early October 2026, with substantial completion by November 1, 2026 and full completion by November 20, 2026. Liquidated damages of $500 per day apply for delays beyond either completion date.

A certified check or bid bond equal to five percent of the estimated contract value must accompany each bid. Contractors must obtain Demolition Work Permits and Barricade Permits from the Bureau of Code Enforcement and provide proof of commercial general liability coverage ($1,000,000 per occurrence / $2,000,000 aggregate), workers' compensation, demolition insurance, and EPA pollution liability. The contract will be awarded in whole to the lowest responsible bidder; no renewal options apply. Sealed bids must be submitted in three hard copies and one digital copy to City Hall, 433 River Street, Suite 5001, Troy, New York 12180.
