About this opportunity

The State University of New York (SUNY) College at Oneonta is seeking qualifications from design firms and teams for a comprehensive fuel tank and infrastructure replacement project at its Maintenance of Operations (MOC) facility. The procurement opportunity involves the design and construction administration of underground diesel and gasoline fuel tank removals, along with the relocation of vehicle fueling pumps. Specific project deliverables include designing two new above-ground tanks, installing new fueling pumps, removing existing underground fuel tanks, and conducting all necessary mechanical, electrical, and soil remediation work. Interested design firms must submit their qualifications by January 22, 2024, at 2:00 PM, with a contract period extending through September 30, 2024. Shortlisted consultants will be provided an opportunity to conduct a facility walkthrough prior to interviews and final selection. The evaluation will likely focus on the firm's technical expertise, previous experience with similar infrastructure projects, and ability to meet the project's comprehensive technical requirements.

The contract opportunity includes specific sub-contracting goals for minority-owned (15%), women-owned (15%), and service-disabled veteran-owned businesses (6%). There are no service-disabled veteran-owned business set-aside designations for this procurement. The total estimated construction budget is $250,000, which suggests a moderate-scale infrastructure replacement project. No business entities have been identified as having been awarded identical or substantially similar procurement contracts within the past five years. The project is located at the SUNY Oneonta campus, situated in Otsego County, with potential relevance to the broader Orleans County jurisdiction. Prospective design firms should be prepared to demonstrate comprehensive capabilities in fuel tank infrastructure design, environmental remediation, mechanical and electrical systems integration, and compliance with all relevant state and local regulations governing fuel storage and distribution infrastructure.
