The Pennsylvania Department of Transportation is soliciting bids on the Delta Road Resurfacing project (State Route 0074, Section 077, York County, Lower Chanceford Township) with a public bid opening on July 2, 2026 at 11:00 a.m. at the Commonwealth Keystone Building in Harrisburg. Prequalification is required. The project is 100% state-funded, non-federal work.
Scope encompasses resurfacing, milling, base repair, guiderail replacement, drainage replacement, signs, pavement markings, and miscellaneous construction on approximately 2.5 miles from the McKinley Road intersection (Segment 0080, Offset 1871) to the SR 0372 intersection (Segment 0130, Offset 1361). The bid package includes approximately 98 line items: 47,640 square yards of wearing-course asphalt, 1,981 tons of flexible-base asphalt, 10,579 linear feet of centerline rumble strips, 62,125 linear feet of yellow pavement markings, and associated drainage, guiderail, and sign work per approved drawings.

Environmental resource avoidance restrictions prohibit in-stream work from October 1 through December 31 and tree cutting from April 1 through November 15 to protect wild trout and bats. Road-user liquidated damages of $3,000 per hour apply for detours or lane closures. As-built drawings and post-construction stormwater management records must be submitted upon project completion.
