About this opportunity

Escambia County Waste Services Department is seeking a qualified contractor to provide MicroC2000 Glycerin-based product services for de-nitrification at the Perdido Landfill through an Invitation to Bid (ITB). The procurement involves furnishing the specialized glycol-based product, transportation, and associated environmental services to support the county's leachate management process. The county currently generates 6,500 to 20,000 gallons of leachate daily and requires 44 gallons of MicroC2000 to be dosed per day on a 5-day schedule. The contract will initially extend for 36 months, with options to renew for two additional 12-month periods, potentially reaching a total contract duration of 60 months. Bids are due on September 26, 2025, at 11:00 am through an electronic submission process via a secure procurement portal. The pricing structure includes two primary line items: a bulk rate for 1000 gallons or more and a mini-load rate for less than 1000 gallons, with most loads expected to be at the bulk rate. Bidders must provide comprehensive pricing and comply with extensive insurance requirements, including workers' compensation, general liability, and pollution liability coverage.

The solicitation includes a local preference policy that may provide advantages to businesses with a local presence in Escambia County or Florida. Vendors must comply with additional state and local regulations, including E-Verify requirements and anti-human trafficking certifications. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the procurement appears open to qualified vendors who can meet the technical specifications for MicroC2000, which include specific requirements such as 71% glycerin content, less than 0.1% methanol, and USDA Certified Biobased status. The technical specifications indicate that the product must meet precise performance standards, including specific gravity of 1.22, viscosity of 45 cPs, and a pH of 6. Although a specific budget range is not disclosed, the requirement for daily dosing of 44 gallons suggests a substantial ongoing procurement with potential annual expenditures in the tens to hundreds of thousands of dollars, depending on the product's unit pricing and the landfill's operational needs.
