The scope requires furnishing, delivery, and tailgate spread stockpiling of various aggregate types on an as-needed, on-call basis to locations within the Charlottesville and Louisa Residencies. Contractors must provide at least 24 hours' advance delivery notice, complete deliveries within five business days, and observe Monday–Friday delivery hours between 7:00 AM and 3:00 PM, excluding federal and state holidays.
The contract term is one year from award, nonrenewable. Bid prices must remain firm unit prices throughout the contract period and cannot be unbalanced. The Commonwealth anticipates multiple purchase orders and reserves the right to award by line item to the lowest responsive and responsible bidder(s). eVA transaction fees are capped at $500 per order for DSBSD-certified small businesses and $1,500 for other businesses. Payment is due within 30 days of valid invoice and satisfactory goods verification. Contractors with more than 50 average employees must register and participate in E-Verify for work authorization verification. Required bid attachments include VA State Corporation Commission identification, Subcontractor Approval Request, Normal and Emergency Contacts, and Quarry Source of Material.
