About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on a one-time purchase of road delineators for the Department of Transportation across five regional delivery locations, with quotations due February 3, 2023 at 4:00 p.m. Eastern Standard Time.
The scope encompasses multiple delineator types—Impact Recovery Systems, OmegaPost Surface Mount models, Pexco 500 Extruded Polymer systems, and Steel-Flex Delineator Posts—in various configurations. Specifications include post colors (gray, yellow, white, black, and orange), post lengths ranging from 36 to 66 inches, sheeting colors and dimensions, and total quantities exceeding 4,100 units distributed across five Maine regions by location-specific breakdown.
Quotations must be submitted through the State of Maine's electronic procurement system (Advantage VSS) and include the Bid Cover Page, Debarment Form (wet-signed or electronically signed via DocuSign or Adobe Sign with audit report), a quote on company letterhead, product data sheets documenting specification compliance, and warranty information. Pricing must reflect FOB Destination terms with all shipping charges to delivery locations included and the State assuming no tax liability; quotations must exclude federal, state, and local taxes. Delivery is expected as soon as possible after receipt of order, with selected bidders required to provide a minimum of two business days' notice prior to delivery at each location.
The State will evaluate quotations on a best value basis, considering specification conformity, product quality, delivery timeframe, and lowest price among conforming bids. The State reserves the right to reject the lowest bidder if documented poor performance or prior contract termination occurred within five years. Questions must be submitted through VSS no later than two business days prior to closing.
