About this opportunity

The State of Oregon Department of Administrative Services – State Procurement Services is requesting bids on the supply and delivery of corrosion-inhibited liquid magnesium chloride deicer for use on Oregon highways under ITB S-10700-00017286, with bids due October 30, 2026 at 5:00 PM PST. Oregon Supplies and Services preferences apply: a 10% price reduction for bidders proposing goods fabricated or processed entirely in Oregon, and an additional 10% reduction for Oregon public benefit companies.

The product must meet Category 1 specifications with a concentration of 30% or greater and be listed on the Clear Roads Qualified Product List (effective May 7, 2026). Delivery covers 104 storage sites across Oregon with capacities ranging from 5,000 to 70,000 gallons. Delivery requirements are FOB Destination with 3-day or 6-day maximum delivery during peak season (October 1 through April 15) and 15-day maximum during off-season (April 16 through September 30); orders exceeding 50 tons must deliver a minimum of 50 tons within the timeframe. A 5% penalty applies per day of delivery delay. Bidders must specify the trade name and manufacturer of the product offered.

DAS-SPS anticipates awarding a single price agreement to the lowest responsive and responsible bidder capable of supplying the entire state, though multiple awards by district are possible. The initial contract term is four years with renewal options in increments, to a maximum of ten years. All state agencies and members of the Oregon Cooperative Procurement Program, including cities, counties, and school districts, may purchase from the award. Bidders must include a 2% administrative fee in pricing, submit two references from similar projects within the last five years, and demonstrate financial capability and responsibility. Questions are due October 21, 2026. A Notice of Intent to Award will issue by November 4, 2026, with a protest deadline of November 11, 2026. Bids remain firm for 90 calendar days following opening. All bids are submitted through OregonBuys.
