About this opportunity
The Borough of Deer Lake in Schuylkill County, Pennsylvania, is soliciting sealed bids for the Deer Lake Dam D54-112 Dam Spillway Repairs project through PennBid, an online bidding platform. The procurement involves comprehensive infrastructure repairs to the dam, specifically focusing on concrete repairs to the spillway, sluiceways, and concrete apron. Bidders must submit complete qualification documentation, including a Qualifications of Bidder Questionnaire, Non-Collusion Affidavit, List of Subcontractors, Reference Form, and Public Works Employment Verification Form. Key project objectives include resurfacing concrete structures, rehabilitating sluice gates, and implementing erosion control measures. The bid submission deadline is November 11, 2025, at 11:00 A.M., with a non-mandatory pre-bid conference scheduled for October 21, 2025, at 10:00 A.M. at the Deer Lake Borough Municipal Building. Evaluation criteria will include bidder qualifications, technical capabilities, financial standing, and compliance with Pennsylvania Prevailing Wage Act requirements. Bidders must provide bid security, Performance Bonds, Payment Bonds, and evidence of insurance coverage.
The contract opportunity does not explicitly specify set-aside designations for disadvantaged enterprises, but bidders must comply with non-discrimination policies and use the federal E-Verify Program to confirm employee work authorization. The project will be partially financed by a grant from the CFA Greenways, Trails, and Recreation Program, which may influence contractor selection. While no incumbent vendors are mentioned, the project involves upgrading existing dam infrastructure across approximately 21.2 acres, with work to be integrated with the current Pine Creek dam system. Contractors will need to demonstrate expertise in civil infrastructure, concrete restoration, and environmental protection techniques. Although a specific budget range is not provided, the comprehensive nature of the repairs and the involvement of grant funding suggest a significant investment in infrastructure improvement. The Borough of Deer Lake reserves the right to waive informalities or reject any or all bids, indicating flexibility in the procurement process.
