About this opportunity
The New York State Department of Transportation (NYSDOT) is soliciting bids for Deer Carcass Removal Services across 12 counties, including Fulton, Genesee, Herkimer, Livingston, Madison, Monroe, Montgomery, Oneida, Ontario, Orleans, Wayne, and Wyoming. The five-year contract, identified as Bid #BA24-005, requires contractors to remove deer and occasionally other large animal carcasses from state highways and highway rights of way. Successful bidders must respond within 24 hours during regular business hours and within 4 hours for emergency after-hours calls, with services to be ordered through work orders issued by NYSDOT Residencies. The method of award will be based on the lowest responsive and responsible bidder's Grand Total Bid Amount per lot, with bidders able to submit proposals for one, multiple, or all lots. Pricing must comprehensively cover removal, transportation, and lawful disposal of carcasses, with an annual Economic Price Adjustment provision effective April 1st each year beginning in 2026. Bids are due on October 24, 2024, at 11:00 AM EST, with the contract expected to commence on December 12, 2024, or upon Office of the State Comptroller approval. Interested vendors must submit a complete bid package including a signed bid proposal form, bidders worksheet, NYS certifications, workers compensation documentation, and required insurance materials.
After a comprehensive search, NYSDOT determined that this procurement does not offer sufficient opportunities to set specific participation goals for certified Disadvantaged Business Enterprises (DBE), Minority/Women-Owned Business Enterprises (MWBE), or Service-Disabled Veteran-Owned Businesses (SDVOB). However, certified firms are encouraged to submit bids as prime contractors, with no specific set-aside or subcontracting goals established. The procurement is conducted in accordance with Title VI of the Civil Rights Act of 1964, ensuring non-discrimination on grounds of race, color, national origin, sex, age, disability, and income status. Based on the preliminary bid results, the total contract value varies by lot, with individual lot bids ranging from $10,050.75 to $87,750.00, and six vendors having submitted proposals: Bella Paving, Jeffrey R. Fletcher, Simonsen Enterprises, NDW Construction LLC, Toby Edwards/Deer Me Removal, and Jason Briskie. The estimated annual carcass removal volume across all lots is approximately 4,965 carcasses, with individual county estimates ranging from 135 in Montgomery County to 975 in Monroe County.
