About this opportunity

The Town of Jupiter in Palm Beach County, Florida, is seeking qualified and licensed contractors to undertake comprehensive improvements to the Water Treatment Plant's waste disposal facilities through a Deep Injection Well (DIW) Phase II Improvements project. The procurement involves complex infrastructure modifications, including construction of nanofiltration concentrate (NFC) and reverse osmosis concentrate (ROC) pumping systems, each comprising three pumps with accompanying electrical, control, and piping components. Key deliverables include modification of an existing filter backwash disposal system, underground pipe routing for waste flows, construction of two sample pumps for monitoring wells, and building modifications such as roof improvements, air conditioning upgrades, and electrical enhancements. The project also requires installation of a 2,500-gallon double-wall poly tank with stainless piping and an eductor neutralization system. Proposals will be evaluated by a Selection Committee using criteria focused on contractor qualifications, experience, project approach, and cost, with responses due by September 9, 2025, for the W2313F solicitation originally posted on August 12, 2025.

While specific set-aside designations are not explicitly stated in the procurement documentation, the opportunity appears open to licensed Florida contractors with demonstrated water treatment infrastructure expertise. The project involves significant integration with existing water treatment infrastructure, requiring contractors to work within the constraints of the current facility's systems. No incumbent vendors are mentioned, and specific budget ranges are not disclosed in the available documentation. The comprehensive nature of the work suggests a sophisticated engineering and construction project requiring specialized knowledge in water treatment plant infrastructure, deep injection well systems, and related mechanical and electrical upgrades. Prospective bidders will need to demonstrate technical competence, compliance with Florida licensing requirements, and the capability to execute a complex multi-system modification project within the municipal water treatment environment.
