About this opportunity
The Wisconsin Department of Transportation is requesting proposals for deck replacement and scour repair on Structure B-37-0171, a bridge carrying County Town Highway M over the Big Eau Pleine River in Marathon County, with proposals due October 13, 2026. Work must begin within ten calendar days after written notice to proceed and includes deck replacement, scour repair, excavation, base aggregate, asphaltic surface, guardrail installation, pavement marking, and all incidental items.
Environmental and operational constraints are central to this scope. Instream disturbance of the Big Eau Pleine River is prohibited from March 1 through June 15 to protect fish spawning. Work is restricted during Memorial Day, Independence Day, and Labor Day weekends. Contractors must implement a bird deterrent system at Station 18+38 prior to April 15 through August 31 nesting season and maintain it throughout the project. The contract requires compliance with Section 404 permit requirements, endangered bat habitat protection, and aquatic invasive species control. Contractors operating drones within the right-of-way must maintain liability insurance with minimum limits of $1 million (aircraft under ten pounds) or $2 million (aircraft ten to twenty pounds), obtain FAA licensing, and secure written engineer approval at least three business days prior to operations.
Bidders must submit proposals through the Wisconsin DOT Bid Express electronic system or, under approved waiver conditions, as paper bids with a $75 administrative fee. A proposal guaranty in the form of a bid bond is required. Subcontractor lists identifying all first-tier subcontractors, their class of work, and estimated values must accompany the proposal. Payment to subcontractors is due within ten calendar days of the contractor's receipt of progress payments, with no retainage withholding permitted. Contractors must begin work within one month of contract execution and provide the start date to the engineer at least fourteen calendar days before the preconstruction conference. Major bid items will be adjusted through change order if quantities vary more than 25 percent from contract amounts.
