About this opportunity
The County of Los Angeles Department of Animal Care and Control (DACC) has issued a Request for Information (RFI) to identify organizations capable of providing small, deceased animal field pickup services throughout Los Angeles County. Currently, DACC delivers these services internally through animal control officers stationed across the County who respond to pickup requests received via phone and online from local residents. The County is conducting market research to evaluate the efficiency and effectiveness of potentially contracting out for deceased animal field pickup services rather than maintaining the service as an in-house operation. This RFI does not constitute a formal solicitation but rather represents a preliminary market research initiative to gather information from the vendor community to inform DACC's decision-making regarding service delivery models. The RFI was posted on March 25, 2026, with a response due date of May 14, 2026. No specific quantities, response times, site visits, bidders' meetings, award dates, or contract term information has been specified in the available documentation, as this is an exploratory phase to understand market capabilities and availability.
The RFI documentation does not indicate specific set-aside designations, restrictions on organizational types, or information regarding disadvantaged enterprise preferences at this preliminary stage. No incumbent vendors, current contractors, or existing contracted infrastructure requiring integration have been identified in the available materials. Similarly, no specific award values, budget ranges, or pricing terms have been established, as this market research initiative is designed to inform future procurement decisions rather than establish binding contractual obligations. Organizations interested in responding should prepare to demonstrate their capability to provide field pickup services for small deceased animals and their operational capacity to serve Los Angeles County's service area. Further details regarding evaluation criteria, submission requirements, and procurement specifications are expected to be clarified as DACC moves from the information-gathering phase toward formal solicitation if contracting out is determined to be advantageous.
