About this opportunity
The City of Decatur Parks and Recreation Department is requesting proposals for maintenance management services at four aquatic facilities—three outdoor pools (Glenlake, McKoy, and Ebster) and one indoor pool (Oakhurst)—with sealed bids due October 9, 2026 at 3:00 p.m. local time, and a mandatory pre-bid meeting and facility tour on September 28, 2026 at 10:00 a.m. at McKoy Park.
Scope includes pre-season preparation, post-season maintenance, annual and quarterly inspections, water quality monitoring, minor repairs, and emergency response. Pre-season maintenance for Ebster Pool and the Splash Pad must pass health inspection two weeks before the first Monday in May; Glenlake and McKoy pools must pass inspection by the end of the second week of May each year. Post-season maintenance is due by September 30 annually. The City provides utilities, pool chemicals, and pool vacuums; the contractor must supply water testing equipment and other materials necessary to perform required work.
The contract term is two years beginning April 1, 2027, with an option to renew for an additional two years without competitive rebid. Contractors must submit lump-sum annual cost proposals with separate invoicing for emergency repairs and services outside normal operating hours. A minimum annual performance score of 85 points is required for renewal eligibility. Failure to meet pre-season opening dates or complete maintenance timely triggers tiered service credits; substantial failures may result in contract termination.
Evaluation weighs experience (12 points), availability (12 points), project methodology understanding (12 points), communication skills (10 points), aquatics maintenance capacity and safety (12 points), financial stability (12 points), and cost (30 points). Insurance requirements include $5 million combined general liability, $1 million automobile liability, and $1 million umbrella (or contract value if greater). A 5% bid bond is required for proposals exceeding $100,000. Written questions are due September 30, 2026; answers are provided by October 2. Anticipated award is December 7, 2026.
