About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis District, is conducting a Single Feasible Source (SFS) solicitation for a specialized Debris Remover Blade to be procured from Musterman Fab, Inc., which has been determined to be the sole manufacturer of this equipment. The solicitation covers an under-bumper device designed to lower and push road debris (up to 200 pounds) out of travel areas, actuated by the vehicle's air supply. The required equipment includes specific technical components: 3 air actuators, 2 pneumatic solenoid valves, hoses and fittings, a reinforced rubber blade with steel frame and supports, UMHW mounting bearings, and rack and pinion gears. Vendors must submit responses electronically through the MissouriBUYS procurement system by September 19, 2024, at 8:00:00 AM CDT. The contract period will run from the date of award through September 30, 2025, with MoDOT personnel responsible for delivering and picking up trucks at Musterman Fab, Inc.'s facility for installation.

The solicitation encourages 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation, though these are not mandatory requirements. Vendors must maintain adequate liability insurance naming the Missouri Highways and Transportation Commission (MHTC) and MoDOT as additional insureds. The procurement follows Missouri's Buy American preference requirements for purchases over $25,000 and is structured under state regulations 7 CSR 10-11.020(5)(A)(1) and 7CSR10-11.020(5)(B)(E), which allow for single feasible source procurement when supplies are proprietary and only available from a single manufacturer. The estimated total contract value may exceed $32,000, with payment terms set at Net 30 Days and Free On Board Destination delivery. While the solicitation is technically open to all vendors, MoDOT has conclusively determined that Musterman Fab, Inc. is currently the only feasible source for this specialized road debris management equipment.
