About this opportunity
The Cape Fear Public Utility Authority in Wilmington, North Carolina is soliciting sealed bids for the Debris Drying Staging Area project, a single prime contract for constructing a new waste debris drying station at the Pump Station #10 site. Bids must be received by Tuesday, February 17, 2026, at 11:00 AM at the Jordan Conference Room, 2nd Floor of 235 Government Center Drive, Wilmington, NC 28403, with public opening and reading of bids to follow immediately. Prospective bidders must register with Bid Manager Teresa McPherson by emailing bids@cfpua.org to obtain official contract documents via OneDrive file share, with documents also available through multiple plan room services including iSqft, bidclerk, Dodge Data & Analytics, Construction Journal, Carolina AGC, North American Procurement Council, The Blue Book, and H2bid. Qualified bidders must demonstrate licensure as a North Carolina General Contractor with a Limited Classification in Public Utilities under Chapter 87 of the North Carolina General Statutes and must submit a completely executed Affidavit and Certification of Non-Collusion, Non-Suspension and Non-Conviction along with a bid bond or cash deposit equal to five percent of the total bid amount. The successful bidder will be required to furnish construction performance and payment bonds each in the amount of one hundred percent of the contract amount. The Cape Fear Public Utility Authority reserves the right to reject any and all bids and may deem bids nonresponsive if all stated requirements are not completed and submitted, with such non-compliance resulting in forfeiture of the bid; all inquiries concerning the bid shall be directed to the CFPUA Purchasing Division at bids@cfpua.org.
No specific set-aside designations or restrictions targeting disadvantaged enterprises, minority-owned businesses, or women-owned businesses are identified in the procurement documentation. No incumbent vendors, current contractors, or existing infrastructure or technology integration requirements are specified in the available bid materials. The procurement documents do not list an estimated award value or budget range for the Debris Drying Staging Area project. Bidders must ensure timely delivery of their submissions, as late bids will not be accepted, and they are responsible for accounting for traffic and parking delays. Bids received from bidders who cannot prove registration at the time bids are due will not be opened or considered, making early registration with the Bid Manager a critical step in the procurement process.
