About this opportunity
The Washington Department of Fish and Wildlife (WDFW) is seeking to award a sole source contract to Natural Systems Design, Inc. (NSD) to continue an existing feasibility study for potential restoration on the DeBay Slough Wildlife Area Unit. NSD was previously hired by Skagit County in 2022 to begin the feasibility study, and the project has now been transferred to WDFW. The contract will require NSD to complete an existing conditions analysis, develop alternatives, produce a conceptual design, and manage the overall project. The contract period will run from August 1, 2024 to December 31, 2025, with a total contract value of $58,130.88. The project is funded by the Washington State Recreation and Conservation Office (RCO) through the Salmon Recovery Funding Board.
WDFW has determined that a sole source contract with NSD is justified due to their unique knowledge and ability to complete the feasibility study in a cost-effective manner within the grant funding timeline. No targeted outreach to small, diverse, or veteran-owned businesses was conducted, as this was deemed the most efficient and cost-effective approach. The AGENCY is requesting capability statements from any other vendors that believe they can meet the requirements by 12:00 p.m. PST on June 28, 2024, but in the absence of any qualified sources, they intend to make a sole source award to NSD.
