About this opportunity

The Maryland Department of Health (MDH), specifically the Behavioral Health Administration (BHA), is issuing a Request for Applications (RFA) for comprehensive language interpreter services targeting deaf, deaf-blind, hard of hearing, late-deafened, and limited English proficient individuals with substance use or mental health disorders. The procurement seeks a qualified vendor to provide language interpretation services that facilitate low-barrier access to behavioral health treatment for populations experiencing communication barriers. Key objectives include supporting individuals with documented substance use, mental health, or co-occurring disorders who require specialized interpretation services. The contract will support interpretation for those who cannot readily access treatment due to communication challenges. The solicitation was posted on June 26, 2025, with proposals due by July 17, 2025. The interpreting and translation program is specifically designed to be non-reimbursable under the fee-for-service model and focuses on culturally and linguistically appropriate service delivery.

While specific set-aside designations are not explicitly detailed in the provided documentation, the contract appears targeted at specialized language service providers with expertise in behavioral health interpretation for deaf and limited English proficient populations. The procurement emphasizes the need for vendors with demonstrated capabilities in supporting complex communication needs within behavioral health contexts. The contract aims to address gaps in current service delivery by providing targeted interpretation services for marginalized populations facing communication barriers in accessing mental health and substance use treatment. No specific incumbent vendor information or precise budget ranges were included in the original solicitation. The program's unique design suggests a focus on vendor qualifications that demonstrate cultural competency, linguistic expertise, and a deep understanding of behavioral health communication challenges for deaf and limited English proficient individuals.

Opportunity text

The Maryland Department of Health (MDH or the Department), Behavioral Health Administration (BHA or the Administration), is issuing this Request for Applications (RFA) to acquire a qualified offeror to facilitate language interpreter services for deaf language interpretation for Deaf, Deaf-blind, Hard of Hearing, Late-Deafened (DDBHH/LD), and/or Non-English speaking language interpretation for Limited English Proficient (LEP) individuals diagnosed with a Substance Use Disorder (SUD), Mental Health Disorder (MH), or co-occurring SUD and MH disorder. Language interpreter services will be utilized to support the facilitation of language interpretation for low barrier/threshold access to behavioral health treatment that is not readily accessible for individuals who are DDBHH/LD and/or LEP or other disability that may fall within the provision in the use of an "interpreter" due to the presence of communication barriers, and the lack of staff trained in the provision of culturally and linguistically appropriate services to these populations. The interpreting and translation program funded under this agreement, is not reimbursable under the fee-for-service (FFS) model; is designed for individuals who have a documented SUD, MH, or co-occurring SUD and MH disorder diagnosis, and are DDBHH/LD and/or LEP.
