About this opportunity
The Florida State Guard (FSG), under the Department of Military Affairs, is seeking to procure up to two De Havilland DHC-6 Twin Otter fixed-wing aircraft through a competitive Request for Proposal (RFP) process specific to Leon County. The aircraft must be model 300 or newer, equipped with PT6A27 engines, and have 50% life remaining before engine overhaul. Specific requirements include a Garmin 650xi series or newer avionics suite, transponder with ADS-B, and capacity for 13 passengers plus 2 crew members. The procurement timeline includes several critical dates: January 6, 2025 for Reply Acknowledgement Form submission, January 8, 2025 for written questions, and January 17, 2025 for proposal submissions (subsequently extended to January 31, 2025, per Addendum No. 1). Proposals will be evaluated using a 1,000-point system: 625 points for technical response, 30 points for past performance client references, and 345 points for pricing. A proposal opening conference call is scheduled for January 31, 2025, at 2:00 PM EST, with an anticipated Notice of Intent to Award on February 12, 2025.
The RFP does not specify explicit set-aside designations or restrictions on responding organizations. A pre-buy inspection will be conducted by the FSG's selected vendor, with the vendor responsible for all transportation costs related to this inspection. The estimated expenditure for this procurement is approximately $8,000,000, with optional delivery to Lakeland Linder International Airport available. Delivery of the aircraft must be completed within 30 days after contract award or as mutually agreed upon in writing. Payment terms require properly completed invoices to be submitted no later than the 15th day of the month following aircraft delivery and acceptance. Vendors must submit separate pricing sheets for each aircraft, with all associated costs and fees included. The contract will ultimately be awarded to the highest-ranked responsive and responsible vendor determined to be in the best interest of the state. Electronic submissions must be made to FSGPurchasing@floridastateguard.fl.gov, with all notices to be posted on the MyFloridaMarketPlace Vendor Information Portal.
