About this opportunity
The Douglas County School District (DCSD) in Georgia has issued a Request for Proposal (RFP) for external evaluation services for nine newly awarded 21st Century Community Learning Center (21st CCLC) grant programs operating across 25 sites. The procurement seeks a qualified independent evaluator or team to provide comprehensive process (formative) and outcome (summative) evaluation services, including evaluation plan development, mixed-methods data collection utilizing both quantitative and qualitative measures, site visits in late fall and early spring, and production of mid-year and end-of-year reports. Required qualifications include a minimum of five years' experience in similar evaluation projects, preferably with public school systems; a doctorate in evaluation or a related field; experience evaluating state and federally funded educational grants; and specific experience with 21st CCLC programs. Respondents must submit proposals through the Bonfire portal by October 7, 2025, at 2:00 p.m. EST, with questions due by September 18, 2025, at 2:00 p.m. EST and responses provided by September 22, 2025. The contract period extends from the date of award through June 30, 2026, with the evaluation period running from October 7 through October 16, 2025, board approval anticipated for November 3, 2025, and notice to proceed on November 5, 2025. Site visits are mandatory in late fall and early spring, with draft reports due to DCSD two weeks prior to state deadlines in February and June. Evaluation criteria include organizational experience with 21st CCLC grants, use of quantitative and qualitative data, quality of continuous improvement processes, scope of work detail, frequency of dissemination (minimum twice annually), experience with federal and state grants, number of proposed site visits, and data security measures.
All respondents must comply with Georgia Security and Immigration Compliance Act requirements and provide E-Verify documentation, in addition to providing proof of Georgia business registration and liability insurance with minimum limits of $1,000,000 per occurrence and workers' compensation insurance with limits of $500,000 for bodily injury by accident. A minimum of three references from Georgia public school systems completed within the past twenty-four months is required. Pricing is fixed and non-negotiable, with individual grant evaluation fees representing 3% of each grant's awarded amount as established by the Georgia Department of Education, ranging from $7,142 for the Achieve Grant to $10,434 for the FOCUS grant, with no indirect cost charges permitted. No renewal options are mentioned in the RFP documentation.
