About this opportunity

Douglas County School District in Georgia is issuing a Request for Proposal (RFP) to procure external evaluation services for eight newly awarded 21st Century Community Learning Center (21st CCLC) grant programs operating across 22 sites during the 2023-2024 school year. The evaluator or evaluation team must provide comprehensive process (formative) and outcome (summative) evaluation services, including designing evaluation plans, developing assessment tools, conducting site visits in late fall and early spring, collecting and analyzing both quantitative and qualitative data, and producing required reports for the Georgia Department of Education. Data collection will occur four times annually—baseline in September, mid-year in December/January, spring review in March/April, and end-of-year in May/June—with draft reports due to the district two weeks prior to state deadlines in February and June. The RFP was posted on September 6, 2023, with proposals due by September 20, 2023, at 2:00 p.m. EST through the Bonfire portal; board approval is anticipated for October 16, 2023, with a notice to proceed on approximately October 17, 2023, and the contract term extends through June 30, 2024. Qualified respondents must demonstrate a minimum of five years' experience in similar evaluation projects preferably with public school systems, possess a doctorate in evaluation or a related field, and provide evidence of experience evaluating 21st CCLC grants or comparable federally funded educational programs. Required qualifications also include liability insurance with limits of $1,000,000 per person/$1,000,000 per occurrence, business automobile liability insurance, and workers' compensation insurance.

Respondents must be registered to do business in Georgia and comply with E-Verify requirements and the Georgia Security and Immigration Compliance Act provisions. The district reserves the right to award the contract to a single respondent or multiple vendors and may reject any or all proposals. The pricing for evaluation services is predetermined by the Georgia Department of Education at 3% of each grant's award amount with no flexibility or variation permitted. The eight grant programs have fixed fee schedules ranging from $7,734 to $11,385 for the 2023-2024 school year: Factory Transition ($11,383), SOAR ($11,385), CHAMP ($11,384), FOCUS ($11,383), STAR ($11,385), SUCCESS Club ($7,734), Lithia Cohort ($11,378), and SMART ($11,378), representing a total potential contract value of approximately $88,576 if awarded to a single vendor. Indirect costs are not permitted, and the contract remains subject to the availability of funds. No specific set-aside designations for disadvantaged enterprises or minority-owned businesses are mentioned in the procurement documents.
