About this opportunity
The Virginia Department of Conservation and Recreation (DCR) in Caroline County is soliciting bids for the procurement and delivery of crushed stone materials through a Quick Quote procurement process. The solicitation seeks approximately 250 tons of 57 stone (natural, gray-colored stone, excluding rubble or debris) to be delivered and spread at the James River State Park Maintenance shop yard located at 956 Park Road, Gladstone, Virginia 24553. Bidders must submit fixed-price bids on a per-ton basis through the eVA electronic system, with all delivery costs included in the bid price and no additional fees permitted. The material must be delivered by truck class of 20-tons or less (dump trucks only, no belly dumps) between 8:00 AM and 4:00 PM, Monday through Friday, with all deliveries completed within five days of order receipt. Bidders are required to provide 48-hour advance notification and coordinate directly with park staff, and must submit quarry tickets showing delivery weights at the time of invoicing. The submission deadline is 10:00 AM on May 18, 2026, with written questions due by 10:00 AM on May 12, 2026; site visits are optional and may be scheduled by contacting the Park Office at 434-933-4355. All deliveries must be completed by May 29, 2026, and the contract will be awarded to the lowest responsive and responsible bidder.
This procurement includes a Small Business Priority Set Aside designation, with award preference given to disadvantaged small business enterprise (DSBSD)-certified micro businesses for bids under $10,000 and to DSBSD-certified small businesses for bids not exceeding $100,000, provided the agency determines the bid price is fair and reasonable. All prospective bidders must register in eVA prior to submission, and all resulting contracts are subject to Commonwealth of Virginia mandatory terms and conditions, including nondiscrimination requirements, drug-free workplace compliance, and immigration reform provisions. For contracts exceeding $10,000, contractors must maintain specified insurance coverages. The Commonwealth will assess an eVA transaction fee in accordance with the eVA Fee Schedule (capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses), invoiced approximately 60 days after the order issue date. No specific budget range or award value has been disclosed in the solicitation documents. Payment to contractors is due within 30 days of invoice or delivery, whichever occurs last, and the Commonwealth reserves the right to reject any or all bids and conduct material testing as deemed necessary. Bids remain valid for 60 days from submission.
